Updating the pinmux to use a local static table for each pin select
option. Instead moving to a static series of function calls that
move the data from the RAM section to the ROM section.
This impacts only the Quark D2000 and the Quark SE chips. It does
not show any impact to the basic_minuteia tests.
All said we see small changes that amount to some values like:

Currently the Quark SE and Quark D2000 platform are only included
through the use of a compile fence one level higher in the Makefile.
Adding in a secondary compile fence to ensure if that check ever
changes, we won't be in trouble.

Adding support for the pinmux pins to set the pullup and input enable
registers. On the Arduino_101 board some pullup pins specifically can
be used to cause a reset for the Arduino sketch being run. Its use on
other pins is currently being investigated.

Naming convention should follow the IP_noun_verb concept. In this case,
renaming several functions from (for example) pinmux_set_pin to
pinmux_pin_set, while also correctly naming the function to their
specific tasks.
This is being done to make way for the ability to change the input
value, pullup value, and the slew as well.

First step for adding the new board layer. Create configurations for the
various boards we support on x86 under boards with the new Kconfig variables
defining them.
The board selection is optional, that means you will be able to run
make menuconfig
and create your own .config and select any SoC.

bt_gatt_discover function doesn't take user data and therefore
bt_gatt_discover_func_t is not providing any user data. It was
always providing discovery parameterts used so just match that
in function definition.

This adds peripheral sample application that is configured
in LE SC Only Mode. It tries to set security level to FIPS right
after connection is created. Two paired devices are supported.

This patch introduce new Kconfig option that is used to indicate if
device should operate in Secure Connection Only Mode. Enabling this
option removes support for LE Legacy Pairing.

Using empty eui64 array resulted in net_set_mac() failure and
address was never set. This used to work only due to
linkaddr_node_addr being being global (and hence zeroed).

Moves object handling user authentication callback interface exposed
in public API to hci core module and exports internally LE SMP
authentication handlers.
The stack authentication API methods call based on connection type
the correct internal methods. Currently only LE SMP backend
is implemented.

The fragments we create should not be greater than the connection ACL
MTU (which the code already does correctly) but they can also not be
greater than the buffer has room for data. Fix this by taking the
minimum of the connection MTU and the buffer tail room.
