Selecting the new LLCP is a 'choice' in Kconfig, so setting
CONFIG_BT_Ll_SW_LLCP_LEGACY to 'n' does not select the new LLCP
Instead CONFIG_BT_LL_SW_LLCP needs to be set explicitly to 'y'
