Move to CMake 3.20.0. At the Toolchain WG it was decided to move to CMake 3.20.0. The main reason for increasing CMake version is better toolchain support. This test case verifies that kernel fatal error logging message can be captured. When the fatal error is triggered, if the debugging message function is turned on, the system can capture the print information.
