Chuck Jordan 13900b7046 arc: remove some NSIM conditionals ... EM7D was recently merged, and one change suggested there was to remove conditional checks for NSIM. It is OK to have the simulator use the exact same memory addresses and sizes as would be found on the board. This submission fixes EM9D and EM11D to be the same -- i.e. to not have NSIM conditionals.
