Anas Nashif 2e4de760be tests: move bluetooth tests to tests/ 
Move all bluetooth testcases to tests/ and change Makefiles
accordingly where applicable.

Also fix Makefile to make some variables overridable and reduce
level of whitelisting in testcase.ini.
