Paul Sokolovsky ccb2ef9250 tests: posix: Enable CONFIG_POSIX_API 
As a master switch to access POSIX APIs.

Also, remove dependency on pthreads for tests which don't require it.

Anas Nashif 13e1718660 tests: move posix layer tests out of kernel 
Put everything under tests/posix, this is not stirctly part of the
kernel.
