This patch adds support for the revision B of the SAM E70 SoC. It adds
all the rev B part numbers, and when users pick-up one of those part
numbers, the revision B HAL is used instead.

This is an import of Atmel SAM E70 HAL version 2.3.98, for the revision
B of the chip. The files have been passed through dos2unix to minimize
the differences with the revision A which seems to also have been
imported that way.

Commit 0a7b45d55f ("ext: hal: atmel: sam: fix GMAC priority queues
related registers") tried to correct register offsets, but failed to do
so in the structure that is used by our driver to access the registers.

The latest update of the SAM E70 HAL (commit 6ad7e13608) shifted the
GMAC priority queues related registers by 4 bytes. It is not cleared
yet, if it is change is a mistake or a change from 0 based indexing
to 1 based indexing. Indeed the main queue is the number 0, and the
first priority queue is therefore the number 1.
In the meantime revert that change, and use the old registers addresses
matching the datasheet.

Following the HAL import, reapply the part of commit 133306152 ("Add
missing header files symbols for Atmel SAM E70") which hasn't been fixed
upstream yet. From this commit, only the DACC alternate pin functions
have been fixed.

Previous way was cumbersome (based on an old way for cc2520 actually),
so moving towards the more recent and proper way.
This will enable anybody to actually provide gpio configuration for a
winc1500 out of any board specific location.

Adding support for WINC1500 WiFi chip.
It introduces the wifi drivers sub-directory.
It provides a Full-MAC for 802.11 and an offloaded network stack as
well. The driver uses Atmel's winc1500 HAL.

Introducing CMake is an important step in a larger effort to make
Zephyr easy to use for application developers working on different
platforms with different development environment needs.
Simplified, this change retains Kconfig as-is, and replaces all
Makefiles with CMakeLists.txt. The DSL-like Make language that KBuild
offers is replaced by a set of CMake extentions. These extentions have
either provided simple one-to-one translations of KBuild features or
introduced new concepts that replace KBuild concepts.
This is a breaking change for existing test infrastructure and build
scripts that are maintained out-of-tree. But for FW itself, no porting
should be necessary.
For users that just want to continue their work with minimal
disruption the following should suffice:
Install CMake 3.8.2+
Port any out-of-tree Makefiles to CMake.
Learn the absolute minimum about the new command line interface:
$ cd samples/hello_world
$ mkdir build && cd build
$ cmake -DBOARD=nrf52_pca10040 ..
$ cd build
$ make

Header files from Atmel ASF define several preprocesor macros
which are unused and break compilation with some toolchains.
This patch removes those macros. Currently only from same70q21.h
header file which is used by SAM E70 Xplained target board.
