This commit updates the Zephyr build system to support specifying
advanced floating-point compilation options derived from the newly
introduced unified floating-point configurations.
The following changes are introduced by this commit:
1. Specify architecture floating-point option to the `-mcpu` flag.
2. Specify floating-point unit (FPU) type using the `-mfpu` flag.
Note that the `-march` flag is not specified separately because the
`-mcpu` flag provides more detailed architecture options and this
makes the `-march` flag redundant.

New ARCv3 GNU toolchain uses hs6x mcpu value for hs6x CPUs, the older
one allows to use any mcpu value.
Update old 'arc64' mcpu to 'hs6x' to be aligned with new toolchain

The Armv8R aarch64 is compiled with armv8.4-a, so the atomic_cas is
implemented by casal instruction, which needs FVP booting with
'-C bp.dram.enable_atomic_ops=1'
However, the FVP >= 11.17 has changed its parameters
'-C bp.dram.enable_atomic_ops' to '-C bp.s_dram.enable_atomic_ops' and
'-C bp.sram.enable_atomic_ops' to '-C bp.s_sram.enable_atomic_ops',
which is very annoying.
To fix this issue, disable LSE feature of GCC with 'armv8.4-a+nolse'.

This commit adds the ARMv8.1-M M-Profile Vector Extension (MVE)
configurations as well as the compiler flags to enable it.
The M-Profile Vector Extension consists of the MVE-I and MVE-F
instruction sets which are integer and floating-point vector
instruction sets, respectively.
The MVE-I instruction set is a superset of the ARM DSP instruction
set (ARMv7E-M) and therefore depends on ARMV8_M_DSP, and the MVE-F
instruction set is a superset of the ARM MVE-I instruction set and
therefore depends on ARMV8_1_M_MVEI.
The SoCs that implement the MVE instruction set should select the
following configurations:
select ARMV8_M_DSP
select ARMV8_1_M_MVEI
select ARMV8_1_M_MVEF (if floating-point MVE is supported)
The GCC compiler flags for the MVE instruction set are specified
through the `-mcpu` flag.
In case of the Cortex-M55 (the only supported processor type for
ARMv8.1-M at the time of writing), the `-mcpu=cortex-m55` flag, by
default, enables all the supported extensions which are DSP, MVE-I and
MVE-F.
The extensions that are not supported can be specified by appending
`+no(ext)` to the `-mcpu=cortex-m55` flag:
-mcpu=cortex-m55 Cortex-M55 with DSP + MVE-I + MVE-F
-mcpu=cortex-m55+nomve.fp Cortex-M55 with DSP + MVE-I
-mcpu=cortex-m55+nomve Cortex-M55 with DSP
-mcpu=cortex-m55+nodsp Cortex-M55 without any extensions

Due to the fact that we use -mcpu=hs as a default for ARCv2 HS
the compiler doesn't generate multiply/divide/mac/64bit memory
operations instructions.
Fix that by using -mcpu=archs as a default for ARCv2 HS which is
fits for all existing boards with ARCv2 HS CPU.

As of today we check against CPU_ARCHS config option which may be
related to different HS CPUs (i.e. ARCv2 HS, ARCv3 HS, etc...).
Let's check against exact HS CPU type (CPU_HS3X) as we do EM
processors.

Split ARM and ARM64 architectures.
Details:
- CONFIG_ARM64 is decoupled from CONFIG_ARM (not a subset anymore)
- Arch and include AArch64 files are in a dedicated directory
(arch/arm64 and include/arch/arm64)
- AArch64 boards and SoC are moved to soc/arm64 and boards/arm64
- AArch64-specific DTS files are moved to dts/arm64
- The A72 support for the bcm_vk/viper board is moved in the
boards/bcm_vk/viper directory

Add initial support for the Cortex-M55 Core which is an implementation
of the Armv8.1-M mainline architecture and includes support for the
M‑profile Vector Extension (MVE).
The support is based on the Cortex-M33 support that already exists in
Zephyr.

The ARC HS is a family of high performance CPUs from Synopsys
capable of running wide range of applications from heavy DPS
calculation to full-scale OS.
Still as with other ARC cores ARC HS might be tailored to
a particular application.
As opposed to EM cores ARC HS cores always have support of unaligned
data access and by default GCC generates such a data layout with
so we have to always enable unaligned data access in runtime otherwise
on attempt to access such data we'd see "Unaligned memory exception".
Note we had to explicitly mention CONFIG_CPU_ARCEM=y in
all current defconfigs as CPU_ARC{EM|HS} are now parts of a
choice so we cannot simply select ether option in board's Kconfig.
And while at it change "-mmpy-option" of ARC EM to "wlh1"
which is the same as previously used "6" but matches
Programmer's Reference Manual (PRM) and is more human-friendly.

Update the files which contain no license information with the
'Apache-2.0' SPDX license identifier. Many source files in the tree are
missing licensing information, which makes it harder for compliance
tools to determine the correct license.
By default all files without license information are under the default
license of Zephyr, which is Apache version 2.

This commit updates the compile options in cmake to distinguish
between ARMv8-M Mainline MCUs with or withouth the optional DSP
extension. A new Kconfig option: ARMV8_M_DSP, is introduced, to
signify the use of an ARMv8-M MCU with DSP support.

The original em7d, em9d and em11d are different configurations of
em_starterkit. They have the same peripherals, e.g. uart, spi, gpio
, ddr. The differences of them are in arc core configurations, interrupt
number assignment.
So em7d, em9d and em11d can be viewed in the same SoC family or SoC
series.
Referring other arch's implementation, this commit merges em7d, em9d
and em11d into the same SoC, named snps_emsk. This will eliminate
unnecessary duplication and make it easier for future maintainment.

Introducing CMake is an important step in a larger effort to make
Zephyr easy to use for application developers working on different
platforms with different development environment needs.
Simplified, this change retains Kconfig as-is, and replaces all
Makefiles with CMakeLists.txt. The DSL-like Make language that KBuild
offers is replaced by a set of CMake extentions. These extentions have
either provided simple one-to-one translations of KBuild features or
introduced new concepts that replace KBuild concepts.
This is a breaking change for existing test infrastructure and build
scripts that are maintained out-of-tree. But for FW itself, no porting
should be necessary.
For users that just want to continue their work with minimal
disruption the following should suffice:
Install CMake 3.8.2+
Port any out-of-tree Makefiles to CMake.
Learn the absolute minimum about the new command line interface:
$ cd samples/hello_world
$ mkdir build && cd build
$ cmake -DBOARD=nrf52_pca10040 ..
$ cd build
$ make
