move misc/__assert.h to sys/__assert.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

Inside test_file_truncate(), the results of fs_seek() are not
checked. So adds some checks there.

These tests were creating objects from header file in the bss.
Fixed it by moving the objects to appropriate object files.
