Set harness to led as a placeholder to avoid running samples on
platforms that do not have the needed hardware.

move led.h to drivers/led.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.
