Same deal as in commit eddd98f ("kconfig: Replace some single-symbol
'if's with 'depends on'"), for all symbols defined within defconfig
files. See that commit for an explanation.
Maybe 'if's were used originally to mirror the 'if's in the main Kconfig
files, and then it got copied around by people assuming 'if' must work
differently from 'depends on'. It doesn't match in every spot at least.
Better to keep it simple and just consistently use 'depends on' when
it's a single symbol/choice I think. Helps reinforce that 'if' isn't
magic too.
Verified by printing all Kconfig menu nodes (symbols, choices, menus,
etc.) before and after the change and diffing (should show no
difference).

Enable SWO debug output during system initialization and not as part of
GPIO driver initialization. After the modification the logger output
becomes available earlier during the boot process. Also, it's not
necessary anymore to build full GPIO driver only to enable SWO. This may
be critical when building small images.

Also change all <description>s from

to just
# Foo-related options
It's clear enough that it's about Kconfig.
The <description> cleanup was done with this command, along with some
manual cleanup (big letter at the start, etc.)

The Kconfig.defconfig.efr32* files added redundant dependencies on
SOC_EFM32* that are already added in the Kconfig.defconfig.series files
that source them.

Zephyr gecko drivers depend on libraries provided by the vendor. The
same libraries may also be used directly by the application code or
RAIL library. To facilitate the latter use case scenario this commit
adds Kconfig options to independently enable compilation of vendor
HAL library modules.

This commit simplifies Kconfig options related to handling SoC series,
part numbers. This is a first step required to add remaining part
numbers to the existing configuration.
This change is possible since all SiLabs SoCs within a single series
have a very uniform structure.
