Update the files which contain no license information with the
'Apache-2.0' SPDX license identifier. Many source files in the tree are
missing licensing information, which makes it harder for compliance
tools to determine the correct license.
By default all files without license information are under the default
license of Zephyr, which is Apache version 2.

This adds the necessary bits to support ASM2 with XCC
for Intel S1000 SoC. With ASM2 enabled, xcc is now
required to build for Intel S1000 SoC.

The file boards/common/intel_s1000_crb.board.cmake is not common at
all; it is specific to this board. Move its contents into the board's
board.cmake.
