The board name for the nRF52 DK, so far known as nrf52_pca10040, is
renamed to nrf52dk_nrf52832. Its documentation and all references
to its name in the tree are updated accordingly. Overlay and
configuration files specific to this board are also renamed, to
match the new board name.

We rename the nRF51 Dev Kit board target (nrf51_pca10028)
to nrf51dk_nrf51422. We update all associated references
in the supportive documentation and all nRF51-related
cofigurations and overlay files in the samples and tests
in the tree.

The seasonal overhaul of test identifiers aligning the terms being used
and creating a structure. This is hopefully the last time we do this,
plan is to document the identifiers and enforce syntax.
The end-goal is to be able to generate a testsuite description from the
existing tests and sync it frequently with the testsuite in Testrail.

- Kconfig test does not really need to build on all platforms
- nmi test is already in tests/arch/arm/arm_runtime_nmi
- we have plenty of tests with newlib enabled.

This builds with a host compiler, not one from the SDK, and so no
newlib library is available. There is work to enable newlib detection
at and above the cmake level. This patch can be reverted when that
lands.

ESP32 does not like newlib, exclude for now to get a clean sanitycheck
run. We have issues about this already.

gdb_server was removed in commit 0f669132a0 ("kernel: remove
gdb_server"), but still has a testcase that sets CONFIG_GDB_SERVER=y,
and some code in arch/x86/debug.
Remove the leftover parts. This also gets gets rid of undefined
references to the CONFIG_GDB_SERVER symbol.

Added a test for having UTF-8 characters in Kconfig values. This
ensures that issue
https://github.com/zephyrproject-rtos/zephyr/issues/6649 does not
affect any supported platforms and that it does not re-appear in the
future.

MCUboot CONFIG_BOOTLOADER_MCUBOOT Kconfig variable set.
