Andy Ross 8892406c1d kernel/sys_clock.h: Deprecate and convert uses of old conversions 
Mark the old time conversion APIs deprecated, leave compatibility
macros in place, and replace all usage with the new API.

Anas Nashif 8070643663 tests: move cmsis_rtos_v1 into portability 
just to keep same class of tests under the same umbrella, otherwise
those tests do not belong in the top level tests/ directory.
