Update i2c drivers to use DT_HAS_<compat>_ENABLED Kconfig symbol
to expose the driver and enable it by default based on devicetree.
We remove 'depend on' Kconfig for symbols that would be implied by
the devicetree node existing.

Use i2c_hal functions to enable support for
multiple SoCs.
Use DT compat to enable I2C from device
tree configuration

The only user of the I2C instances is the esp32 driver. Move the
Kconfig symbols down to the esp32 Kconfig for the instances it needs.

Use this short header style in all Kconfig files:
# <description>
# <copyright>
# <license>
...
Also change all <description>s from
# Kconfig[.extension] - Foo-related options
to just
# Foo-related options
It's clear enough that it's about Kconfig.
The <description> cleanup was done with this command, along with some
manual cleanup (big letter at the start, etc.)
git ls-files '*Kconfig*' | \
xargs sed -i -E '1 s/#\s*Kconfig[\w.-]*\s*-\s*/# /'

Now that all I2C drivers utilize DTS we can select HAS_DTS_I2C in a
common place and don't need to do it per driver.

- Get rid of duplicate I2C dependencies, which show up in the
documentation as e.g. 'I2C && I2C'. The 'source's in
drivers/i2c/Kconfig are already within an 'if I2C' block.
- Factor out I2C_GPIO_<n> dependencies in drivers/i2c/Kconfig.gpio into
'if I2C_GPIO_<n>' blocks.

Bool symbols implicitly default to 'n'.
A 'default n' can make sense e.g. in a Kconfig.defconfig file, if you
want to override a 'default y' on the base definition of the symbol. It
isn't used like that on any of these symbols though, and is
inconsistent.
This will make the auto-generated Kconfig documentation have "No
defaults. Implicitly defaults to n." as well, which is clearer than
'default n if ...'
