Do not depend on uart_pipe_send return value. Just assume
uart_pipe_send call to uart_poll_out sent data through uart.

Original name was too generic and confusing. This patch renames
driver to pipe UART and moves it to console drivers folder. Kconfig
destription is also improved.

If the uart sending fails, then print more detailed info
so we can pin point the exact location where this sending failed.

In order to avoid memory corruption, the dummy 802.15.4 radio
must reset its internal state when there is an error when
reading packet data from UART.

If we receive too long message in dummy radio driver,
then we need to discard the packet as we cannot handle
it anyway.

The 802.15.4 monitor application had issues with connecting
pipes together and making sure the first byte from qemu is
not lost. Before starting real data connection we send five
null bytes and the discard them in receiving side.

Add support for 802.15.4 dummy radio driver to send frames
through qemu uart and and receive frames through uart. So
two qemus can send and receive 802.15.4 frames.

Enable 802.15.4 driver that receives the IPv6 packet, does header
compression on it and writes it to the 15.4 stack Tx FIFO.
The 15.4 Tx fiber will pick up the header compressed IPv6
6LoWPAN packet and fragment it into suitable chunks ready
to be sent to the 15.4 hw driver. The 15.4 stack Rx fiber picks
15.4 frames from 15.4 Rx FIFO (which are fed by 15.4 driver)
and reassembles the all fragmented packets and uncompress the
header and writes to the IP Rx FIFO.
The 15.4 loopback radio driver receives the 15.4 frames and
put it back to 15.4 Rx Fifo.
