For mysterious reasons this test fails cmake if
CONFIG_TEST_USERSPACE=n.
Enable it for now, bug tracked in #15232

This fixes an issue of system workqueue stack overflow that was
was observed during Bluetooth Mesh automated testing.
Increase system workqueue stack to avoid MPU faults.

PTS requires the composition data of size that cannot be sent in
single PDU. This patch adds Configuration and Health Client models
to the root_models to increase the Elements size in Composition Data
Page 0.

This disables CONFIG_BT_MESH_LPN_AUTO flag in Kconfig.
LPN is enabled by calling BTP Low Power Node command
if requested.

The API name space for Bluetooth is bt_* and BT_* so it makes sense to
align the Kconfig name space with this. The additional benefit is that
this also makes the names shorter. It is also in line with what Linux
uses for Bluetooth Kconfig entries.
Some Bluetooth-related Networking Kconfig defines are renamed as well
in order to be consistent, such as NET_L2_BLUETOOTH.

Restructure the Bluetooth options more logically.
- Both host and controller are now behind the same high level
CONFIG_BLUETOOTH.
- Selecting controller support disables other HCI driver selection, so
the controller isn't in the same list as HCI drivers any more.
- Under the top-level there's a "Custom stack" option, which when
enabled opens up the option of choosing CONFIG_NBLE.
There are various other cleanups and simplifications in this patch as
well, since splitting these up would have been fairly tricky while
making sure all test cases still build.
