This will prepare test cases and samples with metadata and information
that will be consumed by the sanitycheck script which will be changed to
parse YAML files instead of ini.

ISSM team wanted to integrate
"samples/application_development/static_lib" app
into their IDE. Al-ashi, Mahmoud <mahmoud.al-ashi@intel.com> found
it failed to "make flash" this app.
Also this patch added "make flash" build targets.
