Previous to this change, each individual driver option depended on
NETWORKING. Instead, move dependency one level up.

Make all drivers default to 'y' and dependent on being enabled in DT.
This will allow simplifying many samples/tests.

Use Devicetree to describe the radio and IEEE 802.15.4. This allows to
remove usage of IEEE802154_KW41Z_DRV_NAME in preparation for the removal
of NET_CONFIG_IEEE802154_DEV_NAME.
KW41Z files have been updated with the addition of radio and an
ieee802154 nodes The peripheral has been enabled in the frdm_k41z board
(used for testing ieee802154).

According to Kconfig guidelines, boolean prompts must not start with
"Enable...". The following command has been used to automate the changes
in this patch:
sed -i "s/bool \"[Ee]nables\? \(\w\)/bool \"\U\1/g" **/Kconfig*

Use this short header style in all Kconfig files:

Also change all <description>s from
# Kconfig[.extension] - Foo-related options
to just
# Foo-related options
It's clear enough that it's about Kconfig.
The <description> cleanup was done with this command, along with some
manual cleanup (big letter at the start, etc.)

Bool symbols implicitly default to 'n'.
A 'default n' can make sense e.g. in a Kconfig.defconfig file, if you
want to override a 'default y' on the base definition of the symbol. It
isn't used like that on any of these symbols though, and is
inconsistent.
This will make the auto-generated Kconfig documentation have "No
defaults. Implicitly defaults to n." as well, which is clearer than
'default n if ...'

Fix Kconfig help sections and add spacing to be consistent across all
Kconfig file. In a previous run we missed a few.

Added conditionally enabled event state tracing support.
Needed for enhanced debug visibility of tight timed events where
normal print debug messages affect the timing of things. This is a
simple buffer that allows post analysis via gdb of what sequencer
events occurred.

802.15.4 is the networking hardware available in KW41Z SoC (and
supported by Zephyr). So, if networking in enabled, automatically
select the corresponding driver. This is similar to how frdm_k64f
automatically selects Ethernet driver, 96b_carbon selects BLE/IPSP
drivers, etc. (But we apply it on SoC level to reuse across the
boards.)
