move i2c.h to drivers/i2c.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

Modified drivers to use DEVICE_AND_API_INIT() instead of DEVICE_INIT()
This will make sure driver_api,is populated at build time and is exposed
to user space

If initialization fails, zero the API struct so that
device_get_binding() can't fetch it, and do not mark
the driver object as initialized to user mode.
