Tomasz Bursztyka	e18fcbba5a	device: Const-ify all device driver instance pointers ... Now that device_api attribute is unmodified at runtime, as well as all the other attributes, it is possible to switch all device driver instance to be constant. API documentation for parameters that accept a duration specified in milliseconds is updated to replace references to K_NO_WAIT with 0, and K_FOREVER with SYS_FOREVER_MS. Anas Nashif	52b3d2b671	cleanup: include/: move tty.h to console/tty.h ... move tty.h to console/tty.h and create a shim for backward-compatibility. No functional changes to the headers.
