For some unknown reasons, using the new modified HPET timer would
render shell unresponsive under QEMU. So for now, disable QEMU
icount when shell is enabled.

This enables qemu_x86_tiny to be used for more general demand
paging testing where non-pinned code and data is not available
in physical memory at boot. This adds a custom linker script to
qemu_x86_tiny for pinning code and data. In the process, a new
kconfig CONFIG_BOARD_QEMU_X86_TINY has to be introduced to
distinguish from other qemu_x86* boards. This linker script
is based on the generic x86-32 one in
include/arch/x86/ia32/linker.ld, with additions to
put symbols into boot and pinned sections.

QEMU provides multiboot information by default so we can
use the provided memory map to mark reserved physical
memory. Note that 64-bit requires Multiboot2 which
currently both Zephyr and QEMU do not support, hence
it's not enabled for qemu_x86_64.

The default KERNEL_VM_SIZE if ACPI=y is too large for QEMU targets
which results in page tables being too big to fit in available
memory. So limit the VM size to a more reasonable one.

Same deal as in commit eddd98f ("kconfig: Replace some single-symbol
'if's with 'depends on'"), for all symbols defined within defconfig
files. See that commit for an explanation.
Maybe 'if's were used originally to mirror the 'if's in the main Kconfig
files, and then it got copied around by people assuming 'if' must work
differently from 'depends on'. It doesn't match in every spot at least.
Better to keep it simple and just consistently use 'depends on' when
it's a single symbol/choice I think. Helps reinforce that 'if' isn't
magic too.
Verified by printing all Kconfig menu nodes (symbols, choices, menus,
etc.) before and after the change and diffing (should show no
difference).

Clean up space errors and use a consistent style throughout the Kconfig
files. This makes reading the Kconfig files more distraction-free, helps
with grepping, and encourages the same style getting copied around
everywhere (meaning another pass hopefully won't be needed).
Go for the most common style:
- Indent properties with a single tab, including for choices.
Properties on choices work exactly the same syntactically as
properties on symbols, so not sure how the no-indentation thing
happened.
- Indent help texts with a tab followed by two spaces
- Put a space between 'config' and the symbol name, not a tab. This
also helps when grepping for definitions.
- Do '# A comment' instead of '#A comment'
I tweaked Kconfiglib a bit to find most of the stuff.
Some help texts were reflowed to 79 columns with 'gq' in Vim as well,
though not all, because I was afraid I'd accidentally mess up
formatting.

There are two set of code supporting x86_64: x86_64 using x32 ABI,
and x86 long mode, and this consolidates both into one x86_64
architecture and SoC supporting truly 64-bit mode.
() Removes the x86_64:x32 architecture and SoC, and replaces
them with the existing x86 long mode arch and SoC.
() Replace qemu_x86_64 with qemu_x86_long as qemu_x86_64.
() Updates samples and tests to remove reference to
qemu_x86_long.
() Renames CONFIG_X86_LONGMODE to CONFIG_X86_64.

Add qemu_x86_long board (with CONFIG_X86_LONGMODE=y) for testing.
This requires adding support to soc/ia32 for long mode (trivial),
and adding a quick 64- to 32-bit ELF conversion before invoking
QEMU, which apparently doesn't like 64-bit kernel files.

Update the files which contain no license information with the
'Apache-2.0' SPDX license identifier. Many source files in the tree are
missing licensing information, which makes it harder for compliance
tools to determine the correct license.
By default all files without license information are under the default
license of Zephyr, which is Apache version 2.

This build target is intended to verify that enabling the
IAMCU ABI doesn't have any bit-rot since we can easily
run this under emulation.
However, the QEMU boards all derive from the generic IA32
SOC definition, which is any pc-like hardware. We need
to disable these mitigations for this target since the
IAMCU compiler doesn't even recognize instructions like
'lfence'.

Unquoted string defaults work through a quirk of Kconfig (undefined
symbols get their name as their string value), but look confusing. It's
done inconsistently now too.

Getting warnings from Kconfig after generalising how CPU_HAS_FPU is
configured on the architecture level. 2 Boards were settings this value
in the wrong place.

Not all boards require the various binary formats zephyr generates. So
be selective based on the arch, SoC or board and only geenrate the
binaries actually needed.

Introduce an architecture sorting of boards. This is to allow for
easier maintenance going forward as the number of boards grows. It
will be easier for any scripts to know the board/arch mapping without
having to maintain an explicit list of what boards are associated with
which arch. We can also do things like have architecture maintainers
cover reviews and branches for arch/${ARCH} and boards/${ARCH} going
forward.
