Now that device_api attribute is unmodified at runtime, as well as all the other attributes, it is possible to switch all device driver instance to be constant. Anas Nashif	6524925753	cleanup: include/: move ipm.h to drivers/ipm.h ... move ipm.h to drivers/ipm.h and create a shim for backward-compatibility. No functional changes to the headers.
