Convert leading whitespace into tabs in Kconfig files. Also replaced
double spaces between config and <prompt>.

Counter API and drivers were merged without fixing the new returning
error convention (errno.h codes). This patch fixes all occurrences of
DEV_* codes so -E* codes are used instead.
