move misc/util.h to sys/util.h and
create a shim for backward-compatibility.

No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

Kumar Gala 489cecd505 led: pca9633: Remove dts_fixup.h 
Since the pca9633 led driver still supports both DTS and non-DTS
configuration, we update the code to use DT_<COMPAT>_<INSTANCE>
defines for the CONFIG_HAS_DTS_I2C case.

Supported blinkink period: 41ms to 10667ms
Supported brightness value: 0 to 100%

This driver supports the following APIs:

1. led_blink
2. led_set_brightness
3. led_on
4. led_off
