ESP32 does not like newlib, exclude for now to get a clean sanitycheck
run. We have issues about this already.

gdb_server was removed in commit 0f669132a0 ("kernel: remove
gdb_server"), but still has a testcase that sets CONFIG_GDB_SERVER=y,
and some code in arch/x86/debug.
Remove the leftover parts. This also gets gets rid of undefined
references to the CONFIG_GDB_SERVER symbol.

Added a test for having UTF-8 characters in Kconfig values. This
ensures that issue
https://github.com/zephyrproject-rtos/zephyr/issues/6649 does not
affect any supported platforms and that it does not re-appear in the
future.
