Instead of forcing use of NEWLIB_LIBC, select any available complete C
library implementation. Add CONFIG_REQUIRES_FLOAT_PRINTF and adjust
CONFIG_LIBC_MALLOC_ARENA_SIZE as needed.

Twister now supports using YAML lists for all fields that were written
as space-separated lists. Used twister_to_list.py script. Some artifacts
on string length are due to how ruamel dumps content.

some tests configured with CONFIG_NEWLIB_LIBC=y,
it's better to add a filter filter: TOOLCHAIN_HAS_NEWLIB == 1
in those tests yaml file.

Previously, wifi-enabled samples were not built by sanitycheck for the
cc3220sf_launchxl.
This patch gets the sockets echo sample to build.

It's expected that there will be few socket-based samples, so move
tehm under samples/sockets/ to not clutter the main dir.
