Add possibility to change the measurement modes
of the temperature and humidity measurements to
continuous or single-shot mode or switch them off.

move misc/util.h to sys/util.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.
