Remove support for counter_read and counter_get_max_relative_alarm as
they have been deprecated for at least 2 releases. As part of the
removal of counter_get_max_relative_alarm remove the code in all
counter drivers that implemented the API.

There was an error in the ordering of the parameters in the
DEVICE_DT_DEFINE for the native POSIX counter. This made a project
using a counter built for native posix not being able to compile.
This commit switches places for ctr_init and device_pm_control_nop.

DEVICE_AND_API_INIT -> DEVICE_DT_DEFINE
DEVICE_GET -> DEVICE_DT_GET
DEVICE_DECLARE -> DEVICE_DT_INST_DECLARE
etc..

Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.
A coccinelle rule is used for this:

Adds native_posix hw counter model and the counter driver.
Functionality is needed by software which is tested
on native_posix and has dependency on counter.
Hardware model was developed similarly to HW timer model.
The counter driver wraps HW counter functions and exposes
basic functionalities: starting, stopping, setting and cancelling
single channel alarms.
Code was tested against: tests/drivers/counter/counter_basic_api.
