move adc.h to drivers/adc.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

During conversion in #16937 a few IRQ macro aliases where missed
(probably due to lack of enabled test cases that compile them),
this fixes their usage.
