Twister shall now verify that the user does not
use an obsolete Python version. If user's Python
is deemed too old, it will raise a relevant error.
This check will also happen when running Twister
via west.

This commit fixes#54492 where return code 1 is returned
when twister tests fail when twister is called directly and
return code 0 in similar scenario but twister is invoked using
west.
