The CONFIG_PINCTRL setting is removed from the board
_defconfig files. And "select PINCTRL" is added to
the appropriate driver files.

Add explicit_erase capability and set proper value to it,
depending on type of a device.
Select FLASH_HAS_EXPLICIT_ERASE by devices that have program-erase
characteristics and FLASH_HAS_NO_EXPLICIT_ERASE, where needed.

- Update KCONFIG for flash driver to depend on
DT_HAS_FIXED_PARTITIONS_ENABLED, since that is necessary for the
