drivers: ieee802154: mcr20a: Specify the dependency on HAL_MCUX 

The mcr20a driver referencing `MCR20Overwrites.h` which is under
`hal/nxp/mcux`.

So, put `depends HAS_MCUX` for clarify the dependency.
