submanifests: optional: rust: Limit build targets

Brings in a change in the v4.0-branch branch to limit the targets that rust tests are run on to those that have been tested. This will avoid a large number of failure in the nightly build on platforms that aren't expected to work. Signed-off-by: David Brown <david.brown@linaro.org>
