manifest: add Manifest.get_projects()
This method allows finding a list of projects by name or path. It's inspired by a helper method in projects.py, but has slightly different semantics. We'll move projects.py over to using it in the next patch, but having this in manifest.py makes it API which is usable by extension commands.
