tests: improve test_config.py coverage and readability
Improve the test coverage and make sure that the command line interface and module API work together as documented. Improve readability by adding helpers, decreasing verbosity, and marking the mandatory setup fixture autouse=True to cut boilerplate. Signed-off-by: Marti Bolivar <marti.bolivar@nordicsemi.no>
