In the past, header file paths were generated by the incdir command
Now they are generated by concatenating environment variables
In this way, when executing makefile, no shell command will be executed,
it will improve the speed of executing makfile

The driver is provided by Spresense SDK
ISX019 has the DOL-HDR feature, which combines images with different exposure so that
both bright and dark data of high-contrast subject can be viewed at the same time.

Rearchitect video driver:
- Define two video I/F(struct imgsensor_ops_s and struct imgdata_ops_s),
and support them.
- CISIF driver supports new video I/F struct imgdata_ops_s.
- ISX012 driver supports new video I/F struct imgsensor_ops_s.
- Move ISX012 driver to general driver directory.

This change was added by PR 625 but has a serious logic flaw. It removes all occurrences of INCDIROPT and replaces it with a definition in tools/Config.mk:

This logic flaw is the Config.mk is included in all Make.defs files BEFORE WINTOOL is defined. As a result, the definition is wrong in many places when building under Cygwin with a Windows native toolchain.
This sensor driver needs rework to match the needed layout for standar NuttX driver.
In the meantime it is moved to board specific sensors to fix the violation.

drivers/video/fb.c: Add framebuffer character device. This is basically only the framework for the driver; a lot of logic is still missing.
