net/l2/l3/l4: add support of iob offload
...
1. Add new config CONFIG_NET_LL_GUARDSIZE to isolation of l2 stack,
which will benefit l3(IP) layer for multi-MAC(l2) implementation,
especially in some NICs such as celluler net driver.
new configuration options: CONFIG_NET_LL_GUARDSIZE
CONFIG_NET_LL_GUARDSIZE will reserved l2 buffer header size of
network buffer to isolate the L2/L3 (MAC/IP) data on network layer,
which will be beneficial to L3 network layer protocol transparent
transmission and forwarding

2. Support iob offload to l2 driver to avoid unnecessary memory copy
Support send/receive iob vectors directly between the NICs and l3/l4
stack to avoid unnecessary memory copies, especially on hardware that
supports Scatter/gather, which can greatly improve performance.

Patch fixes following build error when
CONFIG_NET_IPv6 && !CONFIG_NET_ICMPv6 && CONFIG_NET_ETHERNET:
nuttx/staging/libnet.a(neighbor_ethernet_out.o): In function `neighbor_ethernet_out':
nuttx/net/neighbor/neighbor_ethernet_out.c:188: undefined reference to `icmpv6_solicit'
IPv6 without ICMPv6 is not very useful, but at least this patch
allows neighbor_ethernet_out() to be used with a packet socket or
with multicast address (point-to-point IPv6 links) even in that case.

Add new configuratin CONFIG_NET_MCASTGROUP. This option is selected automatically if either CONFIG_NET_IGMP or CONFIG_NET_MLD are selected. Most conditional logic based on CONFIG_NET_IGMP replaced with conditioning on CONFIG_NET_MCASTGROUP.

net/: Fix a sixlowpan typo bug recently introduced; Rename g_ipv6_allzeroaddre with the more meaning g_ipv6_unspecaddr since the all-zero address is the IPv6 unspecified address (sometime IN6_ADDR_ANY). Remove more inline tests for IPv6 multicast with tcommint net_is_addr_mcast() macro. Update some comments.
