reason:
1In the scenario of active waiting, context switching is inevitable, and we can eliminate redundant judgments.

yangjiao 391bf7b37c sched/mqueue/mq_receive: fix the wrong return value when message queue is not opened for reading.
In POSIX testcase "open_posix_testsuite/conformance/interfaces/mq_receive/11-2.c", it will return "EPERM" when message queue is not opened for reading, but the standard POSIX specification in URL “https://pubs.opengroup.org/onlinepubs/9699919799/functions/mq_receive.html” requires that "EBADF" be returned.So in this change, i update it.

It takes about 10 cycles to obtain the task list according to the task
status. In most cases, we know the task status, so we can directly
add the task from the specified task list to reduce time consuming.

It takes about 10 cycles to obtain the task list according to the task

delete the task from the specified task list to reduce time consuming.

Pid is more appropriate than the flink pointer to determine idle task,
when we want to use other data structure to optimize the task list.

ligd 3b04450808 sched: fix corner case wd_cancel assert crash
There one ways can caused this:
mq_timedreceive
   TIMER IRQ do wd_timer -> wd_func1 mq_send
                         -> wd_func2 nxmq_rcvtimeout -> crash

Resolve:
Stop the watchdog when mq_send

Gregory Nutt 3dca5eba15 Completes the Implementation of the TLS-based errno
- Remove per-thread errno from the TCB structure (pterrno)
- Remove get_errno() and set_errno() as functions.  The macros are still available as stubs and will be needed in the future if we need to access the errno from a different address environment (KERNEL mode).
- Add errno value to the tls_info_s structure definitions
- Move sched/errno to libs/libc/errno.  Replace old TCB access to the errno with TLS access to the errno.

Gregory Nutt 621151a523 Fix some macOS sim warnings.
These warnings fix a class of warnings that I saw during CI checks for macOS sim builds.  For example:

    devif/devif_callback.c:111:49: warning: for loop has empty body [-Wempty-body]
                   prev = curr, curr = curr->nxtdev);
                                                    ^
    devif/devif_callback.c:111:49: note: put the semicolon on a separate line to silence this warning

I did not put the semi-colon on a separate line, but used braces.

Gregory Nutt d43cb2fa80 sched/mqueue: Correct/update license headers.
PR #488 introduced an error in a file license header in file sched/mqueue/mqueue.h.  This commit fixe that error and in the course of doing that, changing the license header to the standard Apache 2.0 header.  I am the author and copyright hold of all modified files.

Gregory Nutt e11e3b2607 Squashed commit of the following:
Change all calls to mq_receive() and mq_timedreceive() in the OS to calls to nxmq_receive() and nxmq_timedreceive(), making appropriate changes for differences in return values.

    sched/mqueue:  Add nxmq_receive() and mxmq_timedreceive() which are functionally equivalent to the standard mq_receive and mq_timedreceive() except that (1) they do not create cancellation points, and (2) the do not modify the application's errno variable.
