Alin Jerpelea c9eef2d697 tools: migrate to SPDX identifier
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

YAMAMOTO Takashi 072c28fe8e Revert "tools/mkallsyms.sh: Disable the mismatch warning of builtin declaration"
This reverts commit 848d1ef0b7.

It doesn't make sense because the generated file just have names of
symbols as strings. Nothing to worry about builtins.

YAMAMOTO Takashi 30a1b4e359 tools/mkallsyms.sh: Make it work with llvm
The llvm version of c++filt doesn't have -p option.
Use sed instead.

chao.an d20bd62e08 libc/allsyms: Load all symbols for debugging
let the nuttx print out symbolic crash information and
symbolic stack backtraces. This increases the size of the nuttx
somewhat, as all symbols have to be loaded into the nuttx image.
