syslog: correct to #ifdef CONFIG_SYSLOG_RPMSG to call syslog_rpmsg_init 

Same as syslog/Make.defs to use #ifdef CONFIG_SYSLOG_RPMSG to build syslog_rpmsg.c
in which syslog_rpmsg_init defined.
