Mark Barton 21f3ab4cf6 audio: codec_adapter: Add DTS codec using codec_adapter 
DTS will be providing audio processing technologies to ChromeBook
manufacturers in the form of a codec written using the SOF codec_adapter interface.

This technology will be used to optimise the audio quality of the ChromeBook's speaker and headphone outputs.

The codec itself supports:
- interleaved and non-interleaved buffer layouts
- sint32, sint24 and sint16 buffer formats
- 44100Hz and 48000Hz sample rates
- any channel count
