topology: Add a tgl-max98357a-rt5682 tplg with DMIC16k on PDM1 

There are TGL devices using either PDM0 or PDM1 port for the DMIC16k
DAI for hotword detection. This patch adds the DMIC_DAI_LINK_16k_PDM
parameter and builds both versions.
