Maurice Ma 527e787477 Add LZ4 compress support 
This patch extended the LZ4 library to support both compression and
decompression. It is useful for SBL to support runtime compression
in order to reduce data size. It is in sync with the LZ4 1.7.4 used
in the BaseTools.
