cmdline: split cmdline file to easy change review

cmdline: update to use OVMF Since now ACRN is using OVMF to launch UOS, it will greatly simplify setup steps if we could upstream kernel cmdline to RTVM/UOS/SOS kernel cmdline. We are using below cmdline for validation every day. Requested-by: "Xie, Nanlin" <nanlin.xie@intel.com>
