ARM: debug: bcmbca: Replace ARCH_BCM_63XX with ARCH_BCMBCA 

Prepare for the BCM63138 ARCH_BCM_63XX migration to ARCH_BCMBCA. Make
DEBUG_BCM63XX_UART depending on ARCH_BCMBCA.
