cpufreq: brcmstb-avs-cpufreq: Fix -Warray-bounds bug

upstream. Allocate extra space for terminating element at: drivers/cpufreq/brcmstb-avs-cpufreq.c: 449 table[i].frequency = CPUFREQ_TABLE_END; and add code comment to make this clear.
