Vijay Dhanraj da2200167b acrn-config: Add missing MBA_delay configuration in scenario xml This patch adds support to configure MBA delay values from scenario xml files just as it is done for CAT mask. This will improve user experience when configuring RDT resource mask values. Please run board_cfg_gen.py to generate board related configuration files.

usage: python3 board_cfg_gen.py [h] --board <board_info_file> --scenario <scenario_info_file>
positional arguments:
  board_info_file  : file name of the board info XML
  scenario_info_file  : file name of the scenario info XML
